BC Fuel Rebate (PDF) (#646)

Why:

This report is an enhanced version of the standard BC Fuel Rebate report. It automatically creates and fills out the fuel rebate form as required by the BC government.

Focus:

The focus of this report is to provide the detailed calculations needed to apply for the British Columbia fuel rebate. The summary data can be used to complete the "Off-Highway Worksheet" that is used to estimate the Litres used in off-highway uses.

  • Report covers all loads.
  • Distances between blocks and destinations are entered in the block setup. Distances should be entered as one-way distances - this report multiplies them by 2.0 in order to calculate the round trip distance.

  • Self-loading trucks are identified by their configuration. There is a flag on each configuration to identify it as being self-loading or not.

Pre-Run Configuration

Enable the Feature

Please call a Caribou Representative to enable the settings you need for this feature. Please note that there is an extra cost to this feature - see our pricing section of our website, or simply ask your Caribou Representative when you call.

There are some steps that must be followed in order to report on fuel purchases, and to add them to the rebate application form:

  1. Goto Data Entry | Expenses | Contractor Miscellaneous | Enter Expenses, and make sure that all of the expenses that you want to have show up in the report have an expense code that matches one of the Account codes modified in the step above.

/!\ Make sure you have the amount of fuel purchased on your transactions, otherwise the ammount of fuel purchases will show up as zero on the report.

/!\ Make sure to have the city field filled in on your vendor setup, the application requires this field (as well as the vendor itself).

Selection Window:

The selection window allows you to filter the report by:

  • Date Range

    You can either select a pay period, or you can simply enter the start and end date directly into the selection criteria window. The Period selection is merely a short-cut for entering a date range, so you can always edit the start and end dates to be any date you choose. For example, you can pick a period defined as 8/1/2004 to 8/12/2004, and then extend the end date by three days to 8/15/2004. If you leave the end time blank, the program will assume you want the entire day for the end date. In the example below, the start date/time is 8/1/2004 00:00:00 (a blank is assumed to be time 00:00:00) and the end date/time is 8/15/2004 00:00:00. Because the end date time is blank (or 00:00:00), the program assumes you want the whole day of the 15th and makes the end date/time 8/16/2004 00:00:00. In the selection query, the program returns records whose start date/time is greater than OR equal to the start/date time and strictly less than the end date/time.

  • Note: For report information that is based on load tickets, the report uses the Date Out (not the Date In).
  • Block: You can select any or all of your blocks.

  • Destination: You can select any or all of your destinations.
  • Owners: You can select one or more owners. Your own company also appears in this list and will most often be your only selection. You might select another owner if you are preparing the mileage data on behalf of a subcontractor.
  • Summary View: This option provides output that can be used directly to fill out the Off-Highway Worksheet (see Example Report 1 below).
  • Generate PDF: This option generates a copy of the BC Fuel Tax rebate application form. many of the required fields on this form will be filled in automatically for you, including company information, trips, and fuel purchases

Detailed Description:

The selection criteria determine the date range, blocks, and destinations for the loads that appear in the report. The owner selection determines which trucks will appear in the report. All the loads that have a truck owned by a selected owner will be included in the report.

The report columns are:

  • Block: Source block of the loads.

  • Destination: Destination of the loads.
  • Timbermark: Timbermark for the loads.
  • Load Count: Load count.
  • Self Loader Count: The counts of loads where the truck configuration was coded as a self-loading truck.
  • On Highway Round Trip: Round trip distance between the block and destination. Note that distances set up on the block are One-Way distances and this report multiplies that distance by 2.0 in order to calculate the round trip distance.

  • Off Highway Round Trip: Round trip distance between the block and destination. Note that distances set up on the block are One-Way distances and this report multiplies that distance by 2.0 in order to calculate the round trip distance.

  • On Highway Distance: Load Count multiplied by On Highway Round Trip.
  • Off Highway Distance: Load Count multiplied by Off Highway Round Trip.

The totals are supplied for each block/destination combination and for all blocks.

Key Notes:

  • The report treats 'split' loads as individual loads.
  • The report does not differentiate between header 'H' and detail 'D' records.
  • You do not need to run any calculators for the report.
  • Values for entries in section A can be found/modified from within The Loggers Edge by going to Setup - Company Information.

  • Fields that are shaded blue are either filled in from values stored within The Loggers Edge, or are calculated from values in other fields on the report.
  • The tax rate (section B, line #2) has been hard coded. You cannot modify any value from within The Loggers Edge to modify this. However, you can modify this value directly on the form itself, and all of the fields which rely on the tax rate to calculate their values will be updated.

  • The report uses the distances on each block. Do not be confused. The report does not use the distance (if entered) on the load slip.

  • Block codes longer than 45 characters are too long to fit in the boxes provided on the rebate application form. Codes like these will appear broken, with parts appearing on multiple rows. It is unknown weather or not this behaviour can have any other affects on the generated rebate application.
  • Destination codes longer than 44 characters are too long to fit in the boxes provided on the rebate application form. Codes like these will appear broken, with parts appearing on multiple rows. It is unknown weather or not this behaviour can have any other affects on the generated rebate application.

Example One:

Example Report 1 below shows the report where the "Summary View" option has been selected.

Example Two:

Example Report 2 below shows the report where the "Summary View" option has NOT been selected. The report shows the load-by-load detail underlying the summary report. This report can be used as your backup audit detail for your fuel rebate filing. In this case, there are additional columns for:

  • Date: Date of the load.
  • Ticket: Ticket number for the load.
  • Truck No: Truck number for the load.
  • Truck Type: The truck type (configuration) for the load.
  • Self Loader: A checkbox for whether the truck type (configuration) is flagged as a self loading truck.

Caribou Internal Configuration Notes

/!\ If you are not a Caribou representative, you can skip this section

  1. (you will need to have a Caribou Software support representative do this step for you) To tag expenses for the BC fuel rebate we must log in as admin first. Then enter "edit data setup" and alter the ACCOUNT_CODES table so that PART_9 will be displayed.
  2. Goto Setup | Accounting | Account codes, and enter "BCFUEL" in the PART_9 field of all accounts that will have the rebate applied to them.
  3. When we enable this report, make sure that "Use Extended Filter" is checked.
  4. Create a folder called BCFUEL within the directory that rpt646.dll lives in, and copy the form.pdf (Origional BC Fuel tax rebate form) file to it.

  5. In the directory that rpt646.dll lives in, we must also include itextsharp.dll, and pdfmangler.dll.

    • /!\ These are .Net dlls, so must be registered using the .Net registration tool regasm, using the /codebase flag.
